Sir,

I have the honour to agunowledge the receipt

of your third persqual note No. 76 of 82nd April,1981,

analosing a copy of a letter from the Mayor of Canton

on tix subject of the recruiting of chinese labour for

Samoil.

2. lär. Kân appears to be incorrect in selling to

apply the terms of the Convention of 1904 which dealt

with the recruitment or indentured Lourers and their

shipment from 'the open ports of China' to the oase

of assisted waigranta mailing from the british Colony

of Honkong. I see no reason therefore why 186.PC.

Gibb, Lavingston should be called upon to pay a fee

or to obtain the permission of the Provincial doverment

before engaging on these activities, I would point out

that the emigrants are in no way prejudiced since they

enjoy the protection of the Hongkong amigration

urdinand
